Kristen Hilton and Co (KH&Co) is conducting an Independent Cultural Review into New South Wales Police Force (the Review). The Review will focus on:

  1. Developing a baseline understanding of the culture of NSW Police Force (NSWPF) with a focus on identifying leading practice and areas of concern relating to diverse representation, equitable progression and promotion practices and the provision of a safe and respectful workplace
  2. The effectiveness of NSWPF systems and processes designed to prevent and respond to behavioural, cultural and integrity challenges
  3. Leadership commitment and capability to create and maintain safe and respectful workplaces
  4. Options to drive sustained cultural change and promote ethical behaviour that is consistent with an equitable and culturally safe police force

The purpose of the Review is to objectively assess the organisation’s workplace culture based on a range of qualitative and quantitative data. Where relevant, the Review will identify areas needing improvement as well as make recommendations to support a more equitable, capable, and culturally safe workplace.  

The Review Team wants to hear from current and former NSW Police Force employees about their lived experiences of diverse representation, equitable progression and promotion practices and the provision of a safe and respectful workplace. By making a submission to the Review, you can tell us about your experience in your own words. 

The Review is not receiving written submissions from organisations.

All submissions must be received by close of business on 30 September 2025.

The Social Research Centre, an independent organisation, is collecting and analysing the submission responses on behalf of KH&Co.

What do I need to include in my submission?
It is up to you what information you choose to share with the Review and how much detail you provide.
It will be helpful to include whether you are a current or former NSW Police Force employee and approximately how long ago your experience(s) occurred (there is no need for precise dates).

How will my privacy be managed?
Your privacy is one of our key concerns. KH&Co has strong experience in the sensitive, careful management of issues around bullying, racism, discrimination and sexual harassment and/or assault.

KH&Co and the Social Research Centre have established processes in place to abide by the Privacy and Personal Information Protection Act 1998 (NSW) (PPIP Act). At the Social Research Centre your privacy is strictly protected by law. Your responses are kept safe in line with the Australian Privacy Principles and the Privacy Act 1988 (Cth). Members of the KH&Co Review Team have also received NSW Police Force security clearance. The information you provide to us will only be used for research purposes to inform the Review and to allow us to contact you in relation to your submission. No identifying details will be passed on to the NSW Police Force or published in the final report.

If you disclose information relating to another person, including a victim/survivor or alleged perpetrator, that information will be de-identified and will not be disclosed to a third party unless the Review has reason to believe that any individual may be at risk of serious harm.  

We will collect, store and destroy all personal information in accordance with the information privacy principles contained in the PPIP Act. 

You can withdraw your submission to the Review at any time before November 2025 (preceding publication of the final report) by emailing the Review team (info@nswpolicereview.com.au).

Other ways to participate in the Review
In addition, or as an alternative to a written submission, you may also choose to:

  • Participate in a confidential interview over the phone or online. The interviews will take up to 90 minutes. They will be semi-structured and conducted in a way that is informal and conversational.
  • Participate in a Focus Group
  • Participate in an Informal listening session and/or informal interview
